I know the leds get their voltage from the center leg of the reg. The only time the voltage is correct is when I lift the center leg from the board. I changed the reg. an got the same results.I believe there is a part shorted.I have pulled res. an caps. around the reg. area.I have even cut the traces in some areas an the leds came on,by doing this lead me back toward the reg. area.

found a broken trace caused by bowing the chassic to fit the mounting brkt.
