On my Allied Radio Shortwave receiver, 19 meters starts at 15.05 on the left side of dial. Just to left of it, so I am guessing 14.95 maybe, I picked up a clock tone. when the top of the minute arrived, it gave the time in 24 hour time followed by Coordinated Universal Time. I looked at clock, it was 2:18 pm eastern daylight savings time. The time it gave was 18:18 CUT. If we were on regular eastern "standard" time, would it stay the same, or does it do like our "government" and make an adjustment? Where is this time measured from? 1/2 way between USA and Europe? Just trying to learn. I have picked up Greenwich Mean Time clock before, but never this one. Thank you for help.

Keith
For some reason Coordinated Universal Time is written as UTC,so 18:18 Coordinated Universal Time would be 18:18 UTC but spoken as 18 hours 18 minutes Coordinated Universal Time.UTC is the same as Greenich Mean Time (GMT) and would be the same year round. This represents the current time in Greenich England or at 0 dgrees longitude.Coordinated Universal Time was supposed to replace the term Greenich Mean Time but GMT is still widley used.
What you heard was probably WWV in Colorado or WWVH in Hawaii,WWV has a male voice ID and WWVH has a female voice. They both operate on 15.000 MHz as well as 10, 5 and 2.5 MHz.WWV used to broadcast on 60 KHz long wave and still might.WWVH ID's at 59 minutes after the hour and wwv ID's on the hour with station info and address.both station will QSL reception reports. There are other time stations on these frequencies it is up to the propogation to decide what you will hear.If you're bored or easily amused try listening for a couple of hours at different times to see what you can hear.
Canada has a national time station, CHU on 3.330 and 7.335 MHz (maybe other frequncies too) and will QSL.
I hope this helps.
