It was give to me for parts but I would like fix it.

When I turn it on it will not receive then in about a minute it will start to receive.

Also when the volume is turned up loud it will squeal.

When on without receive I can hear a hiss sound from the speaker and the rf gain has no effect but the squelch does work.

When the receive works the rf gain works.

Thanks for any help.

i would check IC4 the audio transistor for a cold joint or a bad trace.

Checked audio chip and found low voltage on pin 9
does this tell me this is a bad chip

With the low voltage on pin 9: check IC5, pin 1 for 8 volts. If it doesn't have 8 volts, C66 may be shorted. If it does, IC5 may be bad.
