I got a used HR2510 from a gentleman in Hawaii. He installed a chipswitch for me before sending me the radio. He said he tested it before sending it out. The problem is that there is almost no receive. I have to turn the volume all the way up just to gear anything. And even then, its so low you can't really make out anything. The RF gain knob has been converted to the RF output wattage control. I've checked the PA, the squelch and all obvious things. There is no receive on SSB, or AM.. There is only static on FM. The meter doesn't move when in RX mode either. The gentleman said that I could send the radio back and he would fix it. But I would rather not do that if someone could tell me how to fix it. Thank you.

I fixed this problem. Turns out a jumper was missing in the wattage control mod. I stumbled on to this when I was poking around with my multi meter. I touched the end of a resistor with a cut trace and the recieve came on.
