Just found GE 3-5875A looks good no mods but when
a strong local comes on he's so loud its
unreal i feel like the ssb agc or something is out of spec.like to get some input on this.

Kudos on finding an unmodified Superbase. I've been looking for one at a reasonable price for more than a decade.

It sounds like one of two things. Someone might have deactivated the AGC of the receiver when trying to deactivate the modulation limiter. It's also possible that someone put the AGC on a switch to allow it to be deactivated for very weak signal work.

Look on the board for anything that's clipped and repair it. Unfortunately I've misplaced my Sams for the Superbase and I can't tell you specifically what to look for.
