anyone make any jumpers that has PLASTIC center insulator rather than that foam stuff?

Reason I ask is because the last time I used FOAM, it skyrocketed SWR off the meter!
Why is it only that mini 8 stuff is being used?
Only a 78% Velocity of Propagation?
Whats the power rating of this stuff? Will it handle a 700 to 1000 watt swing?
