Can someone tell me the location of RV12, the modulation control, inside the Cobra 200GTL DX or point me to a parts layout of the radio?

Bobmartin,

Look for MQ40 and MQ35

Right below MQ35 and to the RIGHT CON3 you will see RV12 and RIGHT BELOW RV12 (AM HIGH Power Mod) will be RV3 (AM LOW Power Mod)

To the RIGHT of RV12 will be RV9 (A/F HIGH Power) and to the RIGHT of RV3 wil be RV8 (A/F LOW Power)
