I would be very grateful for an exact location of IC-4 pin 1 on a Cobra 148. I have a used 148, that someone has poured a great deal of brown wax into, I need to find IC-4 specificaly pin#1.

IC4 is your MB3756 voltage regulator.

it is located on the right hand wall of the chassis, about mid way between front and back. this is with the component side of the PC board up and the knobs facing you.
pin 1 is the closest to the back of the radio.

do not confuse this with the audio chip which is on the same wall, but further back.
