Using semiconductor numbers from galaxy saturn service manual. Ic4 replaced,tr50&tr51 tested ok have not checked tr49.I can adjust carrier from zero to 13 watts and key mike(D-104/TUG-9)and have no modulation, mike&battery in fine condition but, remove mod.limiter(tr32) and it over modulates. I'm stumped!

Well , I would have to guess , if you remove TR32 and it has overmodulation , TR32 is bad IF you say when you put it back in the modulation dies...OR TR32 is biased on somehow...
