IC4 AF Output TA 222P has 1.1 volts on pins 5 and 6.
Schematic shows it should have 1.9v on each.
NEW NTE 1278 chip.
Receive ok transmit light comes on. Low/no carrier.
Another radio receives 2-3 S units, no mod.
