Mrgoody,

Check to make sure that none of the wires are touching other wires or pin's in the mic plug as you could have a short.

Have you adjusted the GAIN CONTROL located in the rear housing of the microphone?

At a speaking distance of approximately 2 inches (or the position you prefer) with the gain control in the rear housing turned fully counterclockwise, adjust the gain control for the correct modulation level.

Turning the gain control clockwise increases the gain.

Hey Lon:I just happen to look inside of the radio and I noticed a white box(maybe 1.5" with RVB-2 on it and dated 12/83)so would that change any of the wiring code's. and that's also wired to two toggle swithches(one has one yellow wire hooked to the box and the other (Toggle )switch has one red wire hooked to the box and one red wire hooked to the volume control) and there's one blue wire that look's like it has never been hooked to anything.

Are you getting RX when you plug it in? You do get TX mode when keying right? Just no modulation the way I remember reading your post.
If so I think you could probably rule out incorrect wiring. I'd be checking to be sure no wires are touching the inside of the mic plug (shell) when it's together...all this assuming the mic itself is in fact GOOD to begin with.
Try opening the mic and see if one of the wires came off the mic element or PTT switch...make sure the connections at the battery terminal are
good. Did you test the voltage of the battery? I think that mic takes a 7v?
All else fails try swapping the element to a known good one out of a spare mic. If you find that to be your problem start searching for a suitable replacement.
BEST OF LUCK!
