I have a Cobra 89gtl with a problem. Works good with one exception. Channel 8&9 is ch. 1&2. ch. 18&19 are 11&12 28&29 as well and ch. 38&39 are chs. 31&32. So needless to say something is a little out of sorts...........

The knob will only go on one way. The knob has never been taken off. It isn't possible to put the knob on wrong with a led readout radio. It would be with the older radios with the #'s on the dial plate..

First, I would look to see if there is some solder touching from PLL to channel selector. Then I would check resistors and diodes in that circuitry as one of them could be bad and changing the binary code that gives you the right channels. And if all else fails, if you could find another channel selector and swap them out and see if this corrects the problem. I
still am more inclined to believe it is in the PLL to channel selector circuitry.

I hope this will help.
