Grounding a second floor shack is not an easy situation as the ground wire is now an appreciable percentage of a wavelength.

If it is for a single band you could try a quarter wave counterpoise. If for multiple bands I am not sure what to suggest.

try the mfj931 artificial rf ground. have been told it works well.
