I went to SE yesterday thinking I had seen your link but I could not find it. I guess I scanned a little to quickly.
Now for another question.
What should the working volts be approximately if say someone was applying maybe a little more power than 4 watts, or can you just use Ohms law to figure it out, or could I be lazy and let you tell me the formula?
Well that turned out to be more than one question.
I guess also that the size of the cap will have to be played around with a bit to get the SWR down to what one would desire if your not using a variable, is that correct?

For your idea, any C that has the capacity as described but comes from any old surplus linear or antenna-tuner might suite u fine.

What you could do either, is find out what C you need and use coaxcable (coax has its own C per feet as you can find on a google search.) With this solution you can bring the power up to the powercapabilities of the coaxline.
There is also a small decriprition on my homesite on gamma-match (underneath->projects to build)
